Unable to select Associated Issues or Associated Risks for projects or ideas

Issue/Introduction

When attempting to select Associated Issues or Associated Risks for projects or ideas user is not seeing any options, this used to work as we have old instances where we were able to select it in the past.

Steps to Reproduce: 

1. Navigate to Home->Projects
2. Create or open an existing project
3. Create at least 2 Risks and 1 issue on the project
4. For one of the risks created above attempt to select Associated Issues, notice no issues available to select. Same behavior with Associated Risks

Expected Results: It should allow to select Associated Issues or Associated Risks for projects or ideas

Actual Results: It does not allow to select Associated Issues or Associated Risks for projects or ideas
