Issue/Introduction

AE Priority Ignored when running workflows.

Example use case.

Inside of a workflow setup 9 workflows which should run in parallel:

A1, A2, A3 workflows Priority=50,

B1, B2, B3 workflows Priority=100,

C1, C2, C3 workflows Priority=200.

Queue limit is 3.

The AE Priority is ignored so i.e. workflow A3 with Priority=50 and B1 with Priority=100 is started. But workflow A1 or A2 with lower priority should be started first.
