CAS-VA base license unavailable (License suspended due to duplicate serial number detection) - Does the procured license allow the customer deploy multiple instances with the single (one) serial No.?
The deployed serial Nos. must be unique, for a non-WPS entitled assets/appliances.

With the issue reproduced, the following is seen.
Even with the base license being downloaded, the status remained as "Unavailable". As we checked for the licenses from the CLI, we see the below.
The command output showed that the serial number is being duplicated between deployed instances. As we checked this with the customer, they did confirm that, yes, the serial number is actually duplicated with another deployed instance and that that's being done intentionally, since they procured an enterprise license and have been told that with the enterprise license, they should be able to deploy multiple instances with the same serial number. Clearly, this isn't the case with this particular SN.
Cause: Multiple CAS VAs in the network are using identical appliance serial numbers, and the license has been suspended.
Resolution
Complete the following steps:
With the entitlement not being for WPS, and certainly not an ISG CAS, deploying the same serial No. on more than one instance isn't supported, by design. Additionally, reaching out to the customer's sales team may be required, to help clarify the procurement pieces.
