Issue/Introduction

Getting error API-1019 on Roadmaps where one of the Color By values is inactive and at least one Metric is used as it attempts to display inactive value in the legend.

Steps to Reproduce: 

1. Login as Administrator to Clarity
2. Navigate to Roadmaps
3. Either create new roadmap or use an existing one
4. Click on View Options and choose Work Status for Color By and at least one Metric
5. Observe no issues so far
6. Navigate to Classic and go to Lookups under Administration->Data Administration->Lookups
7. Search for Work Status and click on the lookup to go to properties, click on Values
8. Inactivate one of the values
9. Go back to Clarity and Roadmaps
10. Open the same roadmap and notice "API-1019 : Could not process the request due to internal error."

Expected Results: It should not throw the error

Actual Results: it is throwing an error as it attemps to display inactive value in the legend

DE65933, Fixed 16.0.3.

Workaround: 
1. Activate any Inactive values for Work Status lookup.
2. Not to use Work Stauts in the Color By.
3. If you still need to use Work Status for Color just don't select any Metrics.
