What are the details of the SYNCH parameter in the TOD rule?

Resolution

The TOD rule SYNCH specification synchronizes the firing of the rule to the rounded interval of the TOD spec. 

If a TOD rule is enabled with a specification interval of 5 mins, and the rule is enabled at so many seconds after the current minute, the next firing time is rounded to the closest minute boundary of the specification. 

For example: a TOD with a spec of ,5 mins is enabled at say 00:03:42, the next fire time would be 00:09:00.
