Unable to activate IaaS or SaaS or other CASB Components in CMP

Issue/Introduction

CASB components in CMP are unable to be configured. It will show an error that the component is already associated to another tenant. Or it may not show the entitlement listed at all. 

Cause

The component is associated to a different Site ID or Account ID in CMP
