Project Manager can't access secured Settings subpage, even though Global Right granted by group

Issue/Introduction

Project managers who have been granted global access right by a group to the secured Project Settings subpage are not able to view the page and an error is displayed.

Steps to Reproduce:

1. Secure the Settings sub-page on the Project object > Views > Project Properties > Layout: Edit > Settings Subpage Properties, select the Secure checkbox. (NOTE: No display conditions are set.)
2. Create a group for project managers, and add normal project global access rights, and the secure settings subpage access rights.
3. Add the project manger to the group.
4. Open a project where the project manager is identified in the manager field.
5. Select the Properties > Settings subpage.

Expected Results

See the subpage and the data on the subpage.

Actual Results

Not able to view the page and the following error is given: ERROR You do not have the rights to perform this action.

Since Settings page contains Financial information Admin need to add Project - Enable Financial right to be able to access Settings subpage.
