Issue/Introduction

In the MUX, users are going to the Financials section and clicking 'Populate from Allocations'

An error appears 'The plan is locked and no updates can be made' and the cost plan shows 'ERR' on one line.

There are no locks in security.locks

Refresh the page and it appears that the cost plan was populated 

STEPS TO REPRODUCE: 

  1. Log in Modern UX
  2. Create a new project - Start Date - 6/1/22; Finish Date 8/31/22
  3. Make sure to associate the project with a Blueprint that has the Financials module
  4. Open Project, go to Staff module
  5. Add resources to staff
  6. Go to Financials module
  7. Create a new Cost Plan - Period Type - Monthly;
  8. Select a Grouping Attribute
  9. Open Cost Plan
  10. Click 'View Options'
  11. Select the Start Period as 'Start of Current Year'
  12. Select End Period as 'Cost Plan Finish'
  13. Click 'Actions' icon and select 'Populate from Allocations
    --Note this happens when populating from Allocations or Assignments

Expected Results - Cost Plan is populated
Actual Results - Receive error  "The plan is locked and no updates can be made".  Under the grouping attribute it shows ERR

Note - if BOTH Start and finish dates in View options are the same as the Cost Plan start and Finish dates, then there is no error
