Update Setting-Profile-Avatar photo tooltip

Issue/Introduction

Accessibility issue. Currently, under Settings, Profile, Avatar Photo the tooltip is blank (e.g., has no tooltip) on either mouse over or keyboard focus. The screen reader incorrectly announces 'Upload, button, group' and 'Remove, button, group'.

Steps to Reproduce: 

1. Enable a Screen Reader 
2. Click on the Avatar, Settings: Profile  
3. Hover over the 'Upload' or 'Remove' buttons 

Expected Results: Tooltip accessed via mouse hover or keyboard should display text.  Screen reader should announce 'Upload Avatar, button' and 'Remove Avatar, button'. 

Actual Results: No Tooltip displayed. Screen reader announces 'Upload, button, group' and 'Remove, button, group'.
