wasp at OC & CABI robots are not working after an OS update

Issue/Introduction

There was a OS update to the servers and after that wasp is no longer working. 

wasp is never getting a pid or even writing to the log at both the OC and cabi robots. 

Environment

Release : 20.3

Component : UIM OPERATOR CONSOLE - WASP & CORE

Resolution

resolved the problem by removing this line 'start_after = controller' from controller.cfg:
