Issue/Introduction

Loading the Cleanup for Top Secret database, the load fails with message : ETCL013E Insufficient administrative authority.

Following the explanation of the message,  ALLOWSCOPE has been specified, but it still fails. What is wrong?

Cause

The utility must be run by a user type of ADMINISTRATOR.

Resolution

The product convention is that you need to be an un-scoped ADMINISTRATOR to perform the db load task.

It has been requested by users to allow a lesser-authorized administrator perform a download, and for that situation, the ALLOWSCOPE parameter was introduced. This however still requires that the user be an ADMINISTRATOR.

There is no functionality in the product that allows a simple TYPE = USER acid, (non-administrator), run the db load utility.
