Why GENPKGID is not invoked with IBM ENDEVOR PACKAGE RAM

Issue/Introduction

The GENPKGID is not being invoked when executing the BATCH PACKAGE command DEFINE PACKAGE.

It occurs when using the IBM ENDEVOR PACKAGE RAM running under IDZ and CARMA.

The ENCOPTBL option is correctly set, ie ENHOPT ALWAYS_CALL_GENPKGID=ON.

This is an enhancement request already addressed to IBM.
