To confirm the issue

  1. To re-register the dll, at the Administrator cmd prompt, type:
    regsvr32 "C:\Program Files\Symantec\SMSMSE\7.10\Server\SAVFMSELU.dll"

  2. If the following error message occurs, you have likely experienced a corrupted upgrade to SMSMSE 7.10 from a previous version.
