After upgrading from V12 to V21.0, v12 agents not connecting

Issue/Introduction

Version 12.x agent connecting to version 21.0 Automation Engine will not start.  Log files shows:

Resolution

Since the agent is a 12.3 agent and not a TLS enabled agent, it cannot connection to a JCP in 21.0.  It must connect to a "classic" or regular CP or TLS Gateway that is acting as a CP.  The regular CP will use the CP.PORTS settings from the ucsrv.ini and the 12.x agents need to connect to one of these.  The 8443 port is by default one of the ports for the WS.PORT which is used for JCP and can only be used with TLS-enabled components.
