View- The Language panel locks users out of VIEW when selecting a language that is not available.

Issue/Introduction

When in the Language panel and selecting a language that is not available, it indicates that panel is not available but stops functioning. 

Even after logging off and back on, VIEW will not work until the Language values are updated using Master authority.
