Modern Project Slow Loading For Non Admin User

Issue/Introduction

Opening a project in the Modern Project Tile or Project List is slow for an non-admin user.
There is a 10-second delay.

 

Environment

Release : 16.0.1

Resolution

In one reported case, the issue is not reproducible with the steps to reproduce.
The database copy will need to be obtained to reproduce the issue.
