APPLY fails with GIM69010E for LU06059 in NetMaster

Issue/Introduction

After downloading newest Maintenance by Software Manager, we see error message:

 GIM69010E ** AN ERROR OCCURRED IN RETRANSFORMATION OF HFS C2DNMWEB ON THE SYSUT1 LIBRARY. DATA HAS BEEN LOST.           
 GIM69011I    RETRANSFORMATION OF HFS C2DNMWEB ON LIBRARY SYSUT1 WAS UNSUCCESSFUL FOR SYSMOD LU06059.                    
 GIM30217I    APPLY PROCESSING FAILED FOR SYSMOD LU06059. RETRANSFORMATION PROCESSING FAILED FOR AN ELEMENT IN LU06059.  
 GIM20501I    APPLY PROCESSING IS COMPLETE. THE HIGHEST RETURN CODE WAS 08.                                             

Please note that SYSUT1 has no space problem. There is no B37 or D37.

Because LU06059 and LU06060 are very large I deleted from CSM repository and repeated download to ensure PTF is complete.

Cause

The PTFs are incomplete. 

Resolution

CSM does not check whether a PTF has downloaded completely prior to running RECEIVE / APPLY processing, and this will not change due to EOS in 2023.

Uploading the PTFs manually to the mainframe and importing them into CSM allowed the RECEIVE / APPLY to run correctly.
