Startup of new region without an IPL

Issue/Introduction

I just want to validate the functionality starting the new release 14.0, but I cant get an IPL on the system because of a freeze by company.  I think I have done this in the past but just running it by the experts. 

Currently running release 12 with libraries in linklist. 

 

I plan to shut down the current release and start the new 14.0 release with steplibs to the new libraries just to test functionality of starting OPS/MVS and the new OPSUSS tasks to ensure I have all parmlibs and RACF definitions in place correctly. 

Any clist to get to OPSMVS will point to the new release 14.0 libraries.

Once I have tested I will shut down release 14 and go back to release 12.

Resolution

Using STEPLIBs to test OPS/MVS without an IPL should be fine.  Please ensure that the STEPLIB concatenation is added to all related OPS/MVS 14.0 ASIDs such as OPSMAIN, OSF and USS server started tasks etc.., and also the new 14.0 CCLXLOAD library should be APF authorized before the cutover. Any CLIST and TSO PROC used to access OPS/MVS should also reference the correct 14.0 libraries.
