Time Slicing Hanging on Allocations - Oracle Only

Issue/Introduction

The 'Time Slicing' job has a performance issue.  The job is hanging and eventually can timeout when updating Allocation slices. The customer upgraded from 15.8.1 to 16.0.2 and the job will not complete. This only occurs for an Oracle DB implementation. 

Steps to Reproduce:  

1. Upgrade to Release 16.0.2
2. Run the 'Time Slicing' job 

Expected Results: The Time Slicing job to complete successfully. 

Actual Results: The Time Slicing job hangs or has a timeout. 

Environment

Release 16.0.0, 16.0.1, 16.0.2 

Oracle Database 

Resolution

DE65353, fixed in 16.0.3 and 16.0.2.1

Workaround: Null out the slice_status on the PRTEAM table.
