This message gets generated when a 'Return Template Response To Requestor' assertion is configured with the 'Response Content-Type' field being blank or not populated.
Make sure that any 'Return Template Response To Requestor' assertion within policy is configured with an appropriate 'Response Content-Type' such as: text/plain; charset=UTF-8
