Sys Admins cannot create Project from Template but PMs with less security rights can

Issue/Introduction

When trying to create a Project from template there is an error: ERROR 2021-10-23 15:29:24,834 [http-nio-8082-exec-1193] api.CopyRiskIssueChangeRequestUtils (clarity:22068090__11925602-1FF1-4A9E-8B76-EC0FA440979D:projmgr.projectNewPost) copyRiskIssueChange exception
com.niku.union.utility.MessageKeyException: You do not have rights to modify tasks or staff which are enabled for management

Team/Resources, Risks, Issues, Change Requests or Financial Plans are not on the template. There are Tasks. Users with Project Management rights are able to successfully create Projects using the template however Admin resources (ie: users with all global rights) get the above error.

Resolution

After validating no issues with the elements of the template, like Team/Resources, Risks, Issues, Change Requests, Financial Plans and Tasks. If the conversion process works sometimes or if the error comes, and the project gets saved (but not being properly updated) we suggest checking for timing issue. First try testing the template/project conversion process with one or more of the custom processes placed on hold. You can also try the steps to add delay to Start Step:

1) Place the current process on hold.
2) Save as a new copy of the process and provide variation of the process and ID indicating it is a variation or updated version.
3) Find the Start Step Tab and go to Pre-conditions section and click the New button and fill in the details:
Object: Step.Start
Field: Number of times repeated
Operator: >=
Constant: 1
4) Validate and launch the process instance
