Cannot create Listener on Oracle

Issue/Introduction

• You have  upgraded the  Oracle DB  from 12c to 19c using the steps in the Symantec Data Loss Prevention Oracle 19c Implementation Guide
• Whilst creating the Listener using the netca.bat you receive the error below:

• The OracleOraDB19Home1TNSListener is not created as a service in the services.msc control panel and the listener.ora file is not present in the <Drive>:\oracle\product\19.3.0.0\db_1\network\admin folder.

Environment

DLP 15.8.x and 16.0

Oracle 19c Standard Edition, Single Tenant, Windows 2016

Cause

ORACLE_HOME environment variable had a trailing backslash as seen below.

C:\oracle\product\19.3.0.0\db_1\

Resolution

Remove the trailing backslash from the environment variable path and run the netca.bat to create the listener.
