Unable to Edit BusinessFlowMail file permissions

Issue/Introduction

While using the IDM 14.1, there was a hotfix to edit the BusinessFlowMail file in the custom folder. Now after upgrading the IDM from 14.1 to 14.3, we noticed again that we are unable to edit the file.
