This is occurring when CA 7 accesses CA-Librarian online.
Environment
CA 7 Release 12.1
Resolution
For CA-Librarian the APPLCTN cards need to be in the correct order in the CA 7 Initialization Deck.
Place the APPLCTN statement for SASSLIBR ahead of the APPLCTN statement for SASSPROG, as shown.
APPLCTN,NAME=SASSLIBR,ATTR=PERM
APPLCTN,NAME=SASSPROG,ATTR=LOAD
