Czech language sorting not consistent in attribute filters

Issue/Introduction

In the Modern UX, when a user has Czech language and locale, while searching attributes for filtering, the returned results are not consistent with the Czech language alphabet sorting rules.
CH is a letter that should be sorted after H (instead of being considered as two characters, C+H). (A B C D E F G H CH I J K...)
Other results do use this sorting rule, such as searching Managers.

Steps to Reproduce:

  1. Create a new user starting with CH (e.g.: ch_test).
  2. Create a new Project attribute starting with CH (e.g.: ch_test).
  3. Configure current user to use Czech for both language and locale [Czech(Czech Republic)].
  4. In the Modern UX, go to Projects grid.
  5. In the grid, observe the list of Managers. ch_test will be sorted after "H" (e.g.: ca_test, ..., h_test, ..., ch_test, ...)
  6. Try to add a new attribute for filtering.

Expected Results: Attributes list shows ch_test sorted after "H" (e.g.: ca_test, ..., h_test, ..., ch_test, ...). 

Actual Results: Attributes list shows ch_test sorted inside "C" (e.g.: ca_test, ..., ch_test, ..., h_test, ...).
