Issue/Introduction

After upgrading to 21.2.6/21.2.8/21.2.10 we noticed that the OneClick performance was slow.  This can be seen with opening containers
in the topology as well as moving users from one group to another.

We can see that the users have been moved from CLI on the SpectroSERVER, but sometimes OneClick does not update correctly until
we launch a new OneClick client

Additional Information

This patch also addresses the issues that were found in 21.02.08.PTF_21.2.806a and therefore 21.02.08.PTF_21.2.806a is no longer necessary if 21.02.08.PTF_21.2.810 is installed.

The 21.02.10.PTF_21.2.1010 supersedes the 21.02.10.PTF_21.2.1008a.
