Web GUI - turn off menu item mouse-over descriptions

Issue/Introduction

Is there a way to turn off the menu item mouse-over descriptions?

For example; in the "Manage Users" interface there are the following action options; Clone, New, Edit, Delete, Proxy

When you mouse over any of these options a "balloon" pops up and provides a description of what the button provides.  If you hover over "Clone" for example, a pop-up balloon appears "Creates a copy of the user account." and describes the button function.

Can this feature be turned off?

There is not a way to turn off the tooltips within CAPC
