Resolution

A typical Db2 tools for z/OS r20 installation will allocate SMPPTS and SMPPTS1
datasets but also see SMPPTS2 and SMPPTS3 datasets in use within the
environment during RECEIVE processing.

Verify inclusion of SMPPTS2 and SMPPTS3 DDDEF allocations in both your target and distribution zones.

In the RECEIVE output noted:
SMPPTS    SMPPTS            PERM     hlq.SMPE.SMPPTS
SMPPTS1  SMPPTS1           PERM    hlq.SMPE.SMPPTS1
SMPPTS2  SMPPTS2           PERM    hlq.SMPE.SMPPTS2
SMPPTS3  SMPPTS3           PERM    hlq.SMPE.SMPPTS3

In the APPLY CHECK output noted only:
SMPPTS   SMPPTS            PERM      hlq.SMPE.SMPPTS
SMPPTS1  SMPPTS1           PERM    hlq.SMPE.SMPPTS1
