The user assigned for the first tenant admin in this account is a C-Level manager, which is very difficult to contact. Customer needs to create an account to manage this APM.

When the tenant is created by SaaS Ops, the tenant administrator is created with the details provided by contract. Sometimes, the contact in the contract is a high-level manager which is not always available to administer the tenant.
The current tenant admin can create a new user with tenant admin privileges or edit any existing user to have the tenant admin role.
SaaS Ops can not create a new tenant admin, they can only eventually change the main contact for the tenant if the required authorization is provided to the Broadcom Sales representative for your account.
