Issue/Introduction

We are trying to access http(s)://iportalHostname/port/pc/center/webservice/users/en-us but when we do we see a message of the below in the browser:

error on line 1 at column 1: Document is empty

When looking in the PCService.log we see:

No authorization policy provided in request: http(s)://iportalHostname/port/pc/center/webservice/users/en-us

Cause

The Administer Users role right is not enabled for the Role the user that you logged in with is using

Resolution

Either modify or create a new role for the user in question but ensure the role right Administer Users is set for the role.
