Issue/Introduction

When trying to start an application, the following error occurs:

2022.03.18 13:33:55.325 : Region xxxxxxxx FATAL ERROR: Can't Create Socket: java.net.BindException: EDC5111I Permission denied. (Bin failed)

There are no errors in the TSSUTIL and TSSOERPT that correspond to the message.

Release : 16.0

Component : Top Secret for z/OS

Resolution

This is a PORT related configuration issue based on the socket failure message:

FATAL ERROR: Can't Create Socket: java.net.BindException: EDC5111I Permission denied. (Bind failed)

Check the start log to see what port value(s) are in use, then check to see if any of the ports are reserved for special use or may already be in use and are not shareable.
