I've reviewed the documentation on the APM Status Console for 10.7 here:
The documentation states that in order for a user to be able to open the APM Status Console the much have this permission:
apm_status_console_control
My account has permission="full" set. In my mind this covers it.
There's nothing indicating that the APM Status Console has to be en-abled somewhere in that documentation.
As such I wonder if I'm missing something here. Note this is true across all 3 of our CA APM 10.7 environments.

We try using the admin account and New APM Status Console was not greyed out so this confirm it's a permission problem.
Had to add the group the user was a member of to the \config\server.xml
Now the APM Status Console is no longer greyed out
