ECLI Not Working Properly

Issue/Introduction

Our Development instances were recently upgraded to r12. We would get the following error when using ECLI:

java.net.ConnectException: Connection refused (Connection refused): https://xx.com:9444/AEWS/command
, URL: https://xx.com:9444/AEWS

Recycled both app server and web server on xx.com.  When logging back into WCC and trying again, I got no output or error text at all. 

I logged into xx.com and ran the AutoSysCommandWrapper.sh manually.  I got this in return:

Environment

Release : 12.0

Component : CA Workload Automation AE (AutoSys)

Resolution

For the products to work as designed, root ownership with the 4755 permissions are required for $AUTOSYS/bin/AutoSysCommandWrapper.
If you attempt to use different ownership or permissions you will encounter problems/limitations.
That is not a supported configuration/environment.
