SpectroSERVER Crash when enabling Inference Handler Debugging in 21.2.2

Issue/Introduction

When Inference Handler Debugging is enabled by issuing the following command:

kill -USR1 <SS pid>

it causes the SpectroSERVER to crash with the following error message in VNM.OUT:

/apps/CA/Spectrum/SS/SpectroSERVER: symbol lookup error: /opt/SPECTRUM/lib/../SS/libsskrnl.so.1: undefined symbol: _ZN6Thread27turn_on_thread_state_timingEv

This was only seen on 21.2.2 and no longer happened after upgrading to 21.2.8.
