CAVARSRV failure with U1813 abend

Issue/Introduction

We updated the JES3 to v 1.1 and after the IPL witnessed a failure of CAVARSRV.

Cause

U1813 abend is signifying a bad return code from IEFSSREQ for a request for the job ID.

CAVARSRV received a return code 4 which indicates "The subsystem does not support this function", which is is a result of JES not being active at the time CAVARSRV tried to initialize.

Resolution

Ensure JES successfully starts at IPL time.
