Performance: Slowness opening the details flyout on a Related-Object Workspace

Issue/Introduction

Summary: In any of the Related-Object Workspaces, opening up the Details Fly-out has poor performance.  This can happen on the Staffing Workspace, Tasks Workspace, or To Dos Workspace. 

1. Create users with the following rights:
   • Global Rights: 
   • Project - View Management -  All 
   • Project Management - Navigate  
   • Project - Navigate 
   • Idea - View All
   • Idea Management - Navigate 
   • Ideas - Navigate 
   • Resource - View All 
   • Staffing - Navigate 
2. Go to the Staffing Workspace: Allocation Timeline, Allocate by Investment, All Staffed Investments 
3. Expand one of the investment and attempt to open the flyout for one of the resources 

Expected Results: The Details fly-out panel should load the fields and data almost instantly. 

Actual Results: It can take some time, up to a few minutes to load the fields and data in the fly-out panel in these areas. 

Workaround: None.
