"You do not have rights to modify tasks" error for Project from Template

Issue/Introduction

You create a Project from Template.  When clicking Save, you are receiving the errors

• The Project becomes locked.
• Errors show 
  • "You do not have rights to modify tasks or staff which are enabled for management"
  • "The Copy from Template operation failed to complete successfully.  The project has not been fully realized based on the template"

 

Cause

A process that was created is locking the attributes before all changes can be Saved

 

Resolution

Re-evaluate and re-write the process.
