Project Object based Process Not Triggering

Issue/Introduction

In our Development environment there is a process that is supposed to be triggered on Project creation or update of a specific field.  Despite being granted the same security group rights certain users can and other users cannot trigger the process. This is a blocked before move of this development item to Production and we would like to understand the root cause.

Resolution

Process Partition Association Mode had to be changed from from Partition only to Partition, ancestors and descendants.
