TDM Portal Service won't start automatically when Windows machine restarts

Issue/Introduction
The portal service does not start automatically when the service is set to start Automatic(Delayed start) with 3 retries after any failures.
Environment
Release : 4.9
Component : TDM Web Portal
Cause
OrientDB not started and caused TDM Portal service to not start.
Resolution
Recommended to add the OrientDB dependency for TDM Portal service and then set both the services to start with Automatic Delay.
