Data Collector falls behind often showing Catching Up State in NetOps

Issue/Introduction

DC falls behind on uploading data to DA. Everything seems to be working fine. This seems to happen a lot after 21.2.8 upgrade, this happens daily, and can last for hours, before DC caught up.

Only one DC acting this way, the rest of the DCs are fine.

Data Collectors in a DX NetOps Performance Management environment are often seen with a Catching Up State. It can be seen for a moment here and there, and also for hours at a time.

Environment

All supported DX NetOps Performance Management releases

Cause

Network connectivity between Data Collectors and Data Aggregator is poor.

Ping tests show response times well over 1 millisecond where we expect to see response times under 1 millisecond at a minimum.

Or for example, transferring a file shows a slow network connection between the impacted Data Collector and Data Aggregator.

Resolution

Work with internal network administration team to determine why the response times between systems is slow.
