When trying to configure the 'Service Desk Configuration' settings in OneClick for CA Service Desk the following error is returned.
"User Spectrum not configured or Web Service is not available"
The Service Desk user did not have 'Allow External Authentication' set to Yes causing the failure.

In CA Service Desk Manager
- Login to the web interface
- Select Administration ~~> Security and Role Management ~~> Access Types AND open the access type
- On the 'Access Type Detail' page, click on 'Web Authentication' and you will see this field
- Click on 'Edit' button and then check the "Allow External Authentication" option
