ABSTRACT AC1 not checked when linking PDSE Library

Issue/Introduction

The resource ABSTRACT(AC1) is not checked when linkage editor SYSLMOD is a PDSE. In contrast, if SYSLMOD addresses a PDS, ABSTRACT(AC1) is correctly checked.

Component : Top Secret for z/OS

Cause

z/OS use the STOW SVC to update a PDS directory and use DESERV to update a PDSE directory.  Top Secret has a STOW SVC intercept that allows us to screen for linkage editor updates when the AC1 value is used and drive the security authorization.  

Resolution

Top Secret does not intercept the DESERV process as of now, so there is currently no equivalent security for PDSE.
