Admin Console login fails with javax.security.auth.login.FailedLoginException: login failed (UIM 20.4 CU2) with & in password

Issue/Introduction

I'm trying to log in to adminconsoleapp in UIM 20.4 and I get an error as below:

Unable to Sign in. The user name or password is incorrect

The user has an & in the password.

•  The same user with the same password can log into the Admin Console and OC in UIM 20.3.x

•  The same user can log into Operator Console in UIM 20.4/ 20.4CU1

Cause

- Known issue, Defect: DE528210 

Resolution

Hotfix: adminconsoleapp_wasp-20.4.0-HF1.zip fixes the issue. 

The hotfix is attached to this KB Article.

You can download it to the Primary hub local archive, then deploy it to the Primary hub robot from there.

This fix will be generally available (GA) in UIM 20.4 Cumulative Update (CU4).

Additional Information

Temporary workaround without the hotfix:

Log in to Admin console with a user that has a password that does not contain a special character.
