Issue/Introduction
Running the job CEMCCONF it failed with the IOERR_SHORT_READ message after the CEM Listener Policy Servers are activated.

Resolution
The IOERR message stems from the lack of a MAPDB journal file in CEMMON.
Need to have a MAPDB and a journal file.
Example:
XXMAPDBJ DD DISP=(OLD,KEEP,KEEP),
XX DSN=SYSx.CEM60.ST.CEME.MAPDB.JRN
The custom.joblib J01150SP shows how that is created.
