APM - DOTNET Agent performs a rollback during the install process

We have a Dotnet agent performing a rollback during the install process.   The agent version is 2022.1.0.25. 

The target server is windows 2016, with 3 affected servers. 

The agent installs on the other 2016 servers, however it fails on these three (3) with no logfiles or errors displayed during the install process.  The progress bar reached 90% or so, then rolls back to 0% and the install fails.

The servers were in the middle of a Windows patch cycle,

3 or 4 reboots of the servers finished the patches and allowed the Agent to install.
