This KB discusses the situation when userid that has admin rights is not able to change values of the Access column for a certain User Group but at the same time can do it for another User Group.

The access for commands contained in command groups assigned to the user group cannot be changed. The access for these commands is based on the access assigned to the command group. See the Command Groups Section Display for more information about command groups.

Commands Section Display
The Commands Section Display lists the available commands. You can use the
display to specify which commands the user group can access. The access
for commands contained in command groups assigned to the user group
cannot be changed. The access for these commands is based on the
access assigned to the command group. See the Command Groups Section
