Cause

Resolution
The job output does not indicate an XCOM problem and the root cause relates to the system configuration.

The abend code listed is 213-85, which means that an ICSF call failed when attempting to retrieve the key to decrypt the file. See Reason codes for return code C (12), from the IBM Doc. Further analysis of the return/reason codes 0C/04 means the following:
The CKDS or PKDS management service you called is not available because it has been disallowed by the ICSF User Control Functions panel.
User action: Contact the security administrator or system programmer to determine why the CKDS or PKDS management services have been disallowed.
The security related problem was resolved to enable the successful transfer of the encrypted file.
