Project count mismatch with JSON output when using WSAPI or API

Issue/Introduction

When doing a Milestone project look up using the API, the count for Projects count and TotalProjectCount is different.  

 

 

 

Resolution

The TotalProjectCount includes closed projects and the Projects Count only counts open projects.
