How do you create or generate the IBM Pervasive Encryption key used for the Top Secret DSKEY keyword which is used to encrypt datasets?

Resolution

The IBM Pervasive Encryption key is generated by IBM and not Top Secret. Therefore it would be documented in IBM documentation. The step by step instructions for setting up the key under TSO can be found in the Getting Started with z/OS Data Set Encryption.

Page 129 talks about setting up a key under TSO.

There are other alternatives ways to setup the key outside of TSO:
