The IBM Pervasive Encryption key is generated by IBM and not Top Secret, therefore it would be documented in IBM documentation. The step by step on setting up the key under TSO at the following link:

It starts at page 129 to setup a key under TSO.
There are other alternatives ways to setup the key outside of TSO.
Page 125 talks about setting up the key through a browser.
